  • Recommendation

    That the Minutes of the Regular Meeting of Council held March 5, 2024, be adopted as circulated.

  • Recommendation

    That “Parks, Recreation and Culture Bylaw Amendment Bylaw 2024, No. 5373” be adopted.

  • Recommendation

    That "Solid Waste Management Bylaw Amendment Bylaw 2024, No. 5386" be given first and second reading.

  • Recommendation

    That "Solid Waste Management Bylaw Amendment Bylaw 2024, No. 5386" be given third reading.

  • Recommendation

    That Council accept the proposal for the design and construction of the "Biological Treatment System Expansion Phase 2 Project" from the lead proponent, Tritech Group Ltd./Stantec Consulting Ltd., in the amount of $36,374,960.94 (plus applicable taxes); and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

  • Recommendation

    That Council award the tender for the "2024 Chilliwack Airport Project - Airfield Lighting Upgrade Tender" to Black & McDonald Ltd., in the amount of $1,154,614.65 (plus applicable taxes); and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

  • Recommendation

    That Council approve the application for the "Chilliwack Creek (Wolfe Road) Pump Station Upgrades Preliminary Design - Phase 2" under the 2023/2024 Union of B.C. Municipalities Community Emergency Preparedness Fund; and further, that Council direct staff to submit the grant funding application.

  • Recommendation

    That Council approve continuing with a standardized Curbside Program for the next Curbside Collection Contract, with all properties receiving collection of compostable waste, mixed recyclables, glass and garbage to encourage waste diversion.

  • Recommendation

    That the 2023 Watering Restrictions Overview be received for information; and further, that the updated Water Conservation Plan be approved by Council, as contained within the Staff Report dated March 12, 2024.

    Recommendation that "Consumption of Liquor in City Parks Bylaw 2024, No 5382", to permit the consumption of alcohol, on an annual seasonal basis at Vedder Park, located at 45450 Petawawa Road, identified in Schedule "A", as contained within the staff report dated February 29, 2024, be given first and second reading.

    Recommendation that "Consumption of Liquor in City Parks Bylaw 2024, No 5382", to permit the consumption of alcohol, on an annual seasonal basis at Vedder Park, located at 45450 Petawawa Road, identified in Schedule "A", as contained within the staff report dated February 29, 2024, be given third reading.

  • Recommendation

    That Council accept the Request for Proposal for the "2024 - Electric Ice Resurfacer" from the lead proponent, Vimar Equipment, in the amount of $221,751.00 (plus applicable taxes); and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

  • Recommendation

    That Council direct staff to secure Pixel Sky Animations to deliver a unique-to-Chilliwack LED Light show in lieu of fireworks for the 2024 Canada Day Celebrations; and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

  • Recommendation

    Recommendation that "Zoning Bylaw Amendment Bylaw 2024, No. 5385", which proposes to complete text amendments related to minimum lot area and reference to the Intensive Swine Operation Bylaw in a number of agricultural zones, the map and Accessory Dwelling Unit provisions within the Comprehensive Development-12 Zone, the Floor Area Ratio within the Comprehensive Development-9 Zone, and clarification regarding the Accessory Office and Sales use, landscaping requirements, small car parking and the definition of Food Processing, be given first and second reading; and further, that a Public Hearing be called for April 2, 2024.

  • Recommendation

    That Council accept the Fraser Valley Regional District's Regional Growth Strategy, titled "Fraser Valley Future 2050", as contained within the staff report dated March 12, 2024.

  • Recommendation

    That Council approve the request from Ruth and Naomi's Mission for funding under the Community Development Initiatives Funding Policy in the amount of $49,995.00, for the "Downtown Cleanup Peer Employment Program".

  • Recommendation

    That Council receive the Minutes of the Reaching Home Community Advisory Board meeting held on March 11, 2024, for information; and further, that Council endorse the following resolutions passed at the Reaching Home Community Advisory Board Meeting held on March 11, 2024:

    "That Council endorse the recommendation of the Reaching Home Community Advisory Board, for the allocation of funds for Coordinated Community Outreach for the 2024/2025 fiscal year, be awarded to Pacific Community Resources Society and Cyrus Centre in the amount of $439,000.00";

    "That Council endorse the recommendations of the Reaching Home Community Advisory Board, for the allocation of funds for Prevention and Diversion for the 2024/25 fiscal year, be awarded as follows:

    • Wilma's Transition Society in the amount of $30,000.00;
    • Chilliwack and District Seniors Resources Society in the amount of $61,000.00; and further,
    • That the surplus of Prevention and Diversion funding in the amount of $70,000.00, be held until the following Community Advisory Board meeting scheduled for May 16, 2024."; and,

    "That Council endorse the recommendation of the Reaching Home Community Advisory Board, for the allocation of funds for Case Management Services for the 2024/25 fiscal year, be awarded to Pacific Community Resources Society in the amount of $216,088.00."
