Pat Clark, Board President and Shawna Dwyer, Executive Director, Chilliwack Museum and Historical Society, are in attendance to provide Council with a presentation on the Chilliwack Museum and Historical Society.

Superintendent Davy Lee, Officer in Charge, Upper Fraser Valley Regional Detachment, is in attendance to present the Community Policing Quarterly Report for the period of January to March 2023.

  • Recommendation

    That the Minutes of the Regular Meeting of Council held April 18, 2023, be adopted as circulated.

  • Recommendation

    That the First Quarter Reports for the period of January to March 2023 be received for information.

  • Recommendation

    That Policy Directive No. G-1 - "Road Naming" be adopted, as amended.

  • Recommendation

    That Council authorize Staff to forward Request for Proposal documents for the "Biological Treatment System Expansion Phase 2 Project" to the following selected proponents:

    1. NAC Constructors Ltd. / WSP Canada Inc.; and,
    2. Tritech Group Ltd. / Stantec Consulting Ltd.
  • Recommendation

    That Council authorize Staff to forward Request for Proposal documents for the "2023 Linear Utilities Upgrades Design-Build Project" to the following selected proponents:

    1. B&B Heavy Civil Construction/ McElhanney Engineering Services Ltd.;
    2. Jakes Construction / ISL Engineering and Land Services Ltd.; and,
    3. Sandpiper Contracting LLP / Wedler Engineering LLP.
  • Recommendation

    That Council approve the purchase of one "Promac 60" Hammer Flail Attachement", from Promac Equipment in the amount of $75,698.85 (plus applicable taxes); and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

  • Recommendation

    That Council authorize Staff to coordinate and fund the traffic control requirements in the amount of $24,000.00 for the 2023 City of Chilliwack Rotary Christmas Parade; and further, that the City extend the agreement with the Rotary Club of Chilliwack, the After-Hours Rotary Club and the Chilliwack Fraser Rotary Club to host the parade for the years 2023 to 2025, respectively.

    Recommendation that Council accept the Request for Proposal for the "Dehumidifier Replacement - SSC Ice Rinks 1 & 2", from the lead proponent, Fraser Valley Refrigeration Ltd., in the amount of $482,000.00 (plus applicable taxes); and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

    That "Zoning Bylaw Amendment Bylaw 2023, No. 5315", which proposes to rezone property located at 6854 Casabello Drive from an R1-A (Urban Residential) Zone to an R1-C (Urban Infill) Zone, be given first and second reading, and further, that a Public Hearing be called for May 16, 2023.

    That "Zoning Bylaw Amendment Bylaw 2023, No. 5316", which proposes to rezone property located at 46220 Larch Avenue from an R1-A (Urban Residential) Zone to an R1-C (Urban Infill) Zone, be given first and second reading, and further, that a Public Hearing be called for May 16, 2023.

    That Council approve the renewal of Temporary Use Permit (TUP00194), with respect to the property located at 45345 Watson Road, subject to the recommendations as stipulated within the draft Temporary Use Permit.

    That Council receive the Minutes of the Reaching Home Community Advisory Board Meeting held April 24, 2023 for information; and further, that Council endorse the following resolution passed by the Reaching Home Community Advisory Board Meeting at said meeting:

    "That Council endorse the recommendation of the Reaching Home Community Advisory Board, to provide funding for the Housing Support Facilitator in the amount of $121,212.00 to the Housing Hub for the 2023-2024 Reaching Home fiscal year."

  • Recommendation

    That Council receive the Minutes of the Meeting of the Public Safety Advisory Committee held on April 19, 2023 for information, and further, that Council endorse the following resolution passed by the Public Safety Advisory Committee at the April 19, 2023 meeting:

    "That the City forward a letter to CN Railway in support of CN Railway installing barricades along the CN rail corridor between Broadway and Lickman Road."

  • Recommendation

    That Council direct Staff to pursue funding for a Plan H Healthy Communities’ Community Connected Grant, in the amount of $5,000.00 (maximum) and the Healthy Public Policy Grant, in the amount of $15,000.00 (maximum)  in partnership with the Canadian Mental Health Association Vancouver, as described in the report dated April 26, 2023.
