  • Recommendation

    That the Minutes of the Regular Meeting of Council held November 7, 2023, be adopted as circulated.

  • Recommendation

    That "Credit Card Payment Service Fee Bylaw 2023, No. 5331" be adopted;

    and further, that the Minutes of the following committee meetings be received for information:

    Public Safety Advisory Committee, held August 16, 2023; and,
    Affordable Housing and Development Advisory Committee, held September 27, 2023.

  • Recommendation

    That "Highway Closure and Removal of Road Dedication Bylaw 2023, No. 5337", be given first and second reading.

  • Recommendation

    That "Highway Closure and Removal of Road Dedication Bylaw 2023, No. 5337", be given third reading.

  • Recommendation

    That Council accept the proposal for the provision of engineering services for the "2023 Utilities Nonlinear Predesign Upgrades Project" from the lead proponent, Urban Systems Ltd., in the amount of $212,576.00 (plus applicable taxes); and further, that the Mayor and Corporate Officer be authorized to sign any necessary documentation.

  • Recommendation

    That "2024 Financial Plan Bylaw 2023, No. 5372" be given first and second reading; that a presentation be received; and further, that a Public Information Meeting be held on December 5, 2023.

  • Recommendation

    That the following be adopted as the Council Meeting Calendar for the year 2024:

    Regular meetings of Council will be held at 2:00 pm, with the meetings reconvening at 6:30 pm, on the first and third Tuesdays of each month in the year 2024, with the following exceptions:

    • January - on the second and fourth Tuesday;
    • September - on the fourth Tuesday, due to the Union of British Columbia Municipalities
      Convention being held from September 16 to September 20, 2024; and,
    • October - on the second and fourth Tuesday.

    In the event any of the scheduled Council meetings fall on a statutory holiday, the meeting shall be held on the following business day.

  • Recommendation

    That "Zoning Bylaw Amendment Bylaw 2021, No. 5093", which proposes to rezone property located at 9145 Nowell Street from an R1-A (Urban Residential) Zone to an R1-B (Urban Duplex) Zone, be abandoned.

  • Recommendation

    That "Zoning Bylaw Amendment Bylaw 2023, No. 5303", which proposes to rezone property located at 46225 Strathcona Road from an R1-A (Urban Residential) Zone to an R3 (Small Lot Residential) Zone, be adopted.

  • Recommendation

    That "Zoning Bylaw Amendment Bylaw 2023, No. 5366", which proposes to rezone property located at 46185 Stevenson Road from an R1-B (Urban Duplex Residential) Zone to an R1-C (Urban Infill) Zone be given first and second reading, and further, that a Public Hearing be called for December 5, 2023.

  • Recommendation

    That "Official Community Plan Bylaw Amendment Bylaw 2023, No. 5369", which proposes to increase density and remove building height requirements within the "Urban Quarter" designation as per the Downtown Land Use and Development Plan and update the Downtown Design Guidelines, be given first and second reading; and further, that a Public Hearing be called for December 5, 2023.

  • Recommendation

    That "Zoning Bylaw Amendment Bylaw 2023, No. 5370", which proposes to amend the text of the Zoning Bylaw to create a new C10 (Mixed Use High Rise) Zone and definition of Floor Plate, be given first and second reading; and further, that a Public Hearing be called for December 5, 2023.

  • Recommendation

    That Council approve the issuance of Development Permit DP001718 with respect to property located at 46106 Riverside Drive, subject to the recommendations of the Design Review Advisory Committee and the conditions as stipulated within the draft Development Permit. (Presentation)

  • Recommendation

    That Council direct staff to provide a letter of concurrence, for a Telecommunication Antenna Structure, located at 50450 Hack Brown Road be forwarded to Spectrum Management and Telecommunications by the Applicant as outlined within Policy Directive G-22: Telecommunication Antenna Structures.
